@Light: added Leo as a warrior 7, he technically didn't make it past the first part, mostly why I have him so low but at this time other characters were definitely lower.

Asura Wrath

All the demigods, generals are gnosis 30 (they haven't proven to have any type of immortality beside basic one of longetivity), Regeneration 8 and above (varies from generals).

Asura- Tao Level 12-17 (from beginning to end of the game), Summum accumulation of power is one of his favorite ars magnus. Velez, Godhand are among his styles of choice. Gnosis 30 special (his wrath can allow him to bypass immunities of higher gnosis entities), Additional attacks monster powers for his extra limbs seem appropriate.

Chakravartin - Warlock 16/Technician 17 (Between his two forms), Gnosis 45 (creator god of Asura's verse), in his basic warlock form Creation 100/Illusion 100. Technician form when he is fighting Asura in his pocket dimension. (Closed world monster power)

Gohma Viltra - Weaponmaster 16

Deus - Technician Level 15

Yasha - Tao level 14
Augus - Tao Level 12
Wyzen - Warrior Level 11, many transformations ars magnus.

Should be noted that due to lack of hacks and the likes, while Asura is very strong, someone like Dark Schneider same tier/level of abilities would win for having access to many abilities that Asura can't power through with his fists. Still his wrath unique power does mean that Asura will more often than not, beat up any opposition in his way.

Well, he is actually the best fighter of the empire, with no magitek. He is lvl 10 at least XD

It's possible too that he is level 10, just an opinion of the in game events of course. Of course to be fair, it technically takes an entire team of the heroes at the end of the game to put down Kefka.

Guilty Gear

Guilty Gear is a very powerful universe to be quite honest. But Sol Badguy is due to his abilities...way above the average fighters of the universe. They also use ki to summon minions and the likes. Their form of immortality is based on high regeneration (Regeneration 10 and above), so as long as someone can beat them up enough, they will go down. Going with a more recent version of Guilty gear feats, where many of the most ridiculous feats have been retcon. People who are Gears tends to be Gnosis 25-30 at most, while others have artifacts.

Sol Badguy: Warrior 14|16 when limiter is off (should be noted in recent version his limiter is not working anymore)
Slayer: Tao 14
Sin Kiske: Acrobatic Warrior 13
Dizzy: Warlock 14 (Light and Darkness path with death subpath)
I-no: Warlock 12 (time subpath is definitely part of her spells of choice, as she is able to timetravel.)
Ramlethal: Tao 12
Leo Whitefang: Technician 12
Ky Kiske: Acrobatic Warrior 12
Elphelt: Weaponmaster 11
Chipp: Shadow 10
Millia: Technician 9

Back in time, no even Sol surpass lvl 10, stated by AS.

But maybe he´s wrong.

The thing is they have a lot of LA, not lvl. Cuase I-No cannot use magic, she uses MP to time-travel.

Honestly fighting game wise, I would put them as Level 6-10(that was my first impression). The LA approach could be a way to go about it (+3,+4 or even more on many of them). Essentially if you want to replicate them for a game as npc, is what I would recommend.

Lore wise and stated power of the universe:

Sol-Badguy is supposedly as strong as Cell (From Guilty Gear lore expert) in base form and more powerful than Goku in the Buu Saga (mostly because of his time manipulation hacks) when limiters are off, but Sol-Badguy still loses to DS in a fair fight (doesn't have enough means to hurt him).

But this was before, they did some retcon for the more recent series, where Sol Badguy had been toned down a lot more, so brought down his level to more respectable levels.
